Updated 11.16.20 - Deadline extended to Dec. 13; draft proposal revised.
The Washington State Health Care Authority (HCA) issued several updates last week, including a revised proposal, "which provides additional clarity on certain programmatic aspects like quality assurance, evaluation, and fiscal estimates." The public comment period is extended to Sunday, December 13, 2020.

Public Comment for Medicaid Transformation Project Extension Application & Amendment
The Washington State Health Care Authority (HCA) recently released a draft application for a one-year extension of the Medicaid Transformation Project (MTP) and a draft amendment to the associated Section 1115 Waiver. The drafts are available for public comment through December 2 December 13 and HCA will hold public hearings in November.

Purpose of the Extension
An extension would allow Washington State to continue its COVID-19 relief efforts through each of the MTP initiatives. It would also serve to further the continued implementation of MTP’s transformational goals and progress toward value-based care. This extension, if approved, would create a sixth year for MTP. Purpose of the Amendment
The draft amendment seeks approval to amend the existing 1115 waiver to:
- Provide flexibility related to long-term services and supports (LTSS).
- Align the value-based payment (VBP) target for year 5 of MTP because of state adjustments due to COVID-19.

Public comment is open to anyone who would like to share feedback, and we encourage our community, partners, committees and Board to share their thoughts. HCA seeks feedback from health care and social service providers, managed care organizations, hospitals and health systems, medical associations, Tribes, Accountable Communities of Health, and the public. Please share your thoughts via the online survey by December 2, 2020 December 13, 2020.
